Policy participation requires a democratic decision-making process, though typical co-design approaches focus more on immersing participants in the design process and facilitating creative thinking. This research proposes a new concept of policy co-design workshops to ensure both policy and co-design values. The feasibility and acceptability of policy ideas were found to be key requirements in policy co-design. The requirements were designed to be fulfilled through a gamified policy co-design workshop - Policy Puzzle Game - with a jigsaw puzzle-style toolkit and process. The game was used in real policy development by a municipal government with participating citizens, activists, civil servant s, and design thinking facilitators. The major findings from post-workshop interviews include insights on the engagement process of the game, the unique roles of different stakeholder groups, and their contributions to making policy ideas feasible and acceptable. Based on the findings, possibilities for further application of the game and the significance of the research are discussed.

This study aims at finding out and analyzing how the implementation of the Village Fund Policy in Poso Regency 's conduct of sustainable development. The research method is purposeful that the use of nine persons involves six persons in the government division of the three persons, village government. The area used as the venue for the study is a three villages. The Research Instrument used interview , observation, and documentation. The data collected is analyzed using descriptive qualitative. The research theory employed is the Griddle Theory. Research finding is obtained that the real conditions in the field that village fund implementation in Poso Regency for three fund recipient villages in Poso Regency is more focused on village infrastructure programs rather than community empowerment programme. Human Resources are limited by lack of village fund management experience. BPD 's function as partner of village government is optimized. The conclusion is that the implementation of village fund policy in Poso regency was successful, based on the interests involved, the degree of change required, the position of the decision-making process and the types of benefits. Implementation of village fund policies in Poso regency was not successful objects, namely the operation and services system involved. The activity programme, focused on development. The activity program focuses more heavily on rural infrastructure development than the village community empowerment programme. There is a junior high school education involved in services, especially village officials and BPD, and most are inexperienced.

Organizations are increasingly making use of gamification to enhance users' engagement with their mobile apps. However, more research into the mechanisms that facilitate user engagement and its consequences is needed. Drawing on the self-system model of motivational development, this study investigates how gamification might foster user engagement and positive marketing outcomes. Data from 276 users of a mobile gamified app were analyzed using partial least squares regression. The results showed that gamification increases user engagement through satisfaction of the needs for competence, autonomy and relatedness. User engagement, in turn, leads to greater intention to use, disseminate WOM about, and to positively rate, the app. Finally, this study provides a number of theoretical and practical implications that can help developers design more effective gamified mobile apps.

One strategy used by some Organisation for Economic Cooperation and Development (OECD) governments to stimulate national competitiveness is to encourage innovation via programmes aimed at assisting firms to collaborate. Economic Development Officers operate within a multi-government bureaucratic maze in order to implement these programmes. This paper examines what factors affect the way Economic Development Officers implement an array of government policies that foster collaboration amongst firms and the implications of those factors. The findings suggest that a number of factors compromise their ability to implement these policies effectively, especially since the implementation of New Public Management. In particular, the findings suggest that organisational bureaucratic communication processes moderate the way Economic Development Officers' perceive a chronic lack of resources and multi-stakeholder accountability. The findings reiterate the importance of ensuring that there is synergy between business policy goals and resourcing and accountability mechanisms for those expected to implement the programmes intended to foster collaboration amongst firms.

Including papers by historians from the Netherlands, Canada and the UK, and a commentary from the development anthropologist, Paul Richards, the workshop identified a number of themes for further investigation, and confirmed the value of continuing dialogue between historians and policy academics.

The cost of drug development is commonly cited between US$800 and US$1.8 billion. A similar statistic for vaccines is yet to be estimated, and it is unclear whether the cost of vaccines is similar to drug development. Financial and regulatory policy significantly impacts the extent and cost of pharmaceutical development, and as such it is important that governments should be informed about the costs of developing vaccines. The purpose of this paper is to review the concept of drug and vaccine RandD costs, to review the associated literature and to relate these findings to the area of vaccine industry's financial and regulatory policy.

The success of online games encouraged the development of gamification software in e-banking. Beside the growing trend of gamification, it is important understand how bank customers face the gamified applications, particularly as enjoyment and ease-of-use. To assess the determinants that influence the adoption of gamification in e-banking, we developed a research to propose a conceptual model that illustrates the adoption of gamified business applications by bank customers, in e-banking context. We conducted two quantitative studies (A and B) to understand how bank customers represent a gamified business software and its changes (or improvements) over time. Study A was performed in 2012 (N = 183), and study B in 2015 (N = 219). Online bank customers were invited to rate the importance of variables related to: socialness, ease-of-use, usefulness, enjoyment and intention to use e-banking systems with game features and social cues. The results show that ease-of-use and enjoyment are interrelated, and both have influence in e-banking usage. This study present theoretical ground of the conceptual model, and discuss two empirical studies, aiming to analyse the ease-of-use and enjoyment influence on bank customers. These findings will contribute directly to explain of adoption hedonic business software in e-banking. (C) 2016 Elsevier Ltd. All rights reserved.

The paper is a response to the surprise with which some policy makers responded to news that greening had been detected in the Sahel. It first views Sahelian environmental change and related policies through the lenses of scientific models of pastoral and agricultural systems. For pastoralism, the lenses are models of equilibrial ecology, those of state-and-transition and those of more recent development. For agricultural systems, they are models of commercialization, modernization and degradation, and those that stress the endogenous development of peasant agriculture. The conclusions are that little, if any, of the recent greening, if and where it has occurred, could be attributed to policy; and that as yet neither models nor interpretations of the satellite imagery yet give firm guidelines for policy. Nonetheless, the review suggests a lesson for the development of policy: it needs to be more dynamic, and in three contexts: (1) the contingencies of pastoral and agricultural economies; (2) continual and sometimes drastic changes in the environment; and (3) changes in political, social, economic and scientific ideas. But policy must retain consistency, and be attuned to the global as well as to local context.

Dzudzek I. and lindner P. Performing the creative-economy script: contradicting urban rationalities at work, Regional Studies. The 'creative economy' as a guideline for development strategies has long become performative and generated its own urban realities. The paper first critically engages with policy mobility approaches as an explanatory framework for this guideline's global reach. It then puts forward the concepts of 'script', 'articulation' and 'performance' as an alternative perspective to understand better how this new paradigm inscribes itself into existing and well-established fields of urban politics. The case study on the city of Frankfurt/Main investigates the articulations of the creative-economy script with specific rationalities of urban governance. It traces the way by which a hegemonic understanding has been established that nevertheless is characterized by friction and ruptures that offer opportunities for a counter-hegemonic politics of differentiation.

At independence, Zimbabwe's major challenge in managing its natural resources was to create an equitable, sustainable and democratic society. In the case of the Lake Kariba kapenta fishery, the government's main concern was to eliminate the inequalities of the colonial era, without compromising the integrity of the resource. Macroeconomic development policies, which were formulated during several socio-political periods, determined the redistribution strategy at any given point in time. Within each development period, a configuration of narratives, and the requirements of conflicting and contradictory state, market and community discourses, directed the process of redistribution. This paper uses an actor-oriented approach to discuss how redistribution affected the governance of fishery, and the political-ecological conflicts the redistribution generated, and a storyline methodology to show how redistribution of rights from white to black entrepreneurs polarised the fishing industry.
